Synopsis
In Profile 2003 is a directory of 70 UK performing arts practitioners who have expressed an interest in facilitating international Arts and Culture for Development (ACD) projects. It includes case studies of a wide range of past projects, many of which were British Council partnered. It gives guidelines on how to plan and manage an ACD project - including advice on strategy, finding partners, tailoring projects to fit your targets, and budgeting. There are also information resources for those who want to find out more about ACD.

Huddersfield - the Creative Town Initiative

Synopsis
COMEDIA has been working with the town of Huddersfield, in the North of England, for over a decade. In 1997, Huddersfield was awarded special status by the European Commission as an Urban Pilot Project, to implement an innovative 4-year programme of projects under the Creative Town Initiative.

The London Borough of Lewisham invited Charles Landry to chair its Culture and Urban Development Commission. It took evidence from over 400 individuals and interest groups during 2000 and 2001 and developed a strategy for development based upon principles of The Creative City. Defining Values: evaluating arts programmes

Synopsis
In a world of numbers and quantification, if there are no indicators to assess the value of activities, feelings or relationships these things-however real-have no legitimacy. The arts, at least in terms of public policy, have long suffered from the difficulty of quantifying and expressing their value. In the late 1980s an attempt was made by John Myerscough and colleagues to express the financial importance of the arts in a Policy Studies Institute report. This approach fitted well with the preoccupations of the times, and had considerable influence on arts organisations and the public sector generally. But, despite appearances to the contrary, financial growth is not the only measure of public good. And while the arts certainly can contribute to our GNP, they contribute far more to the health, well-being, stability, development and happiness of British society. The problem is to express these contributions in ways which are clear, provable and helpful in making the most of culture and creative activity. This paper seeks to address these problems.

Synopsis
Towards a Local Cultural Index: measuring the cultural vitality of communities There is an absence of any reliable comparative benchmarking of the cultural vitality of communities. In other areas of leisure provision-notably in sports and recreation facilities-local government has had clear guidance for many years, with positive results for local communities. The issue is not one of enforced uniformity, or regulation, but of accepted standards which cities, towns and rural areas may wish to work towards. The question therefore arises whether an index of local cultural services could help people know, if not what level of provision they should have, at least what they do have, and how it compares with that of other towns and districts. This paper is a first attempt at coming to grips with the challenge of developing a Local Culture Index. It is one element in a body of work by COMEDIA on how the cultural sector can assess and report on its performance with the ultimate aim of renewing the relationship between artists, cultural organisations and society.

Cultural projects have played an increasingly important role in British urban regeneration since the mid-1980s, but recent developments have focused less on capital projects, and more on the capacity of arts activity to support community-led renewal. This book, draws on over 10 years' experience of art and urban regeneration policy, and 15 case studies in the UK and abroad, to argue that culture should be taken more seriously by those responsible for the development of cities.

The Indigenous Research Protection Act is offered to assist tribal leaders and attorneys when a Tribe desires to protect itself and its people by taking control of research conducted on its Reservation. It may be copied, adapted, and adopted freely. The appendices can also serve as stand-alone documents in the case of tribes that have not adopted legislation like this Act. Following are some points that we think are important to discuss about the Act as written.
